Carl Stills is the Interim Executive Director and Policy Director at the Green Hydrogen Coalition (GHC) and primarily focuses on directing and leading the regulatory and policy advocacy, strategy, and execution, of green hydrogen education, market development, and operations to the GHC. He brings over 40 years of expertise in the utility industry, specifically in project management, policy, advocacy, and development.

Before joining the GHC, Carl was the Vice President of Imperial Valley Development & Storage Integration of Avantus, where he focused on oversaw solar development within California’s Imperial Valley and worked closely with the energy storage team to develop cohesive strategies for integrating solar-plus-storage into utility operations.

He also has experience managing energy for California’s sixth largest utility, the Imperial Irrigation District, where he served as Energy Manager and the Portfolio Management Officer. During this time, Carl initiated strategic project management and implemented processes that saved hundreds of millions in costs and oversaw the implementation of battery storage projects.

Carl attended Imperial Valley College and Fort Lewis College in Durango, Colorado, where he studied civil engineering and business.  He also studied advanced electronics, real estate, and project management. He previously served on several nonprofit boards, including the California Energy Storage Alliance (CESA) and the Geothermal Energy Association.
