Caroline Palmer

Senior Manager

As Senior Manager at Strategen, Caroline focuses on public utility regulatory issues for the consulting practice. Caroline has expertise in energy and environmental economics, electric power systems, utility regulation, and policy analysis.

Prior to joining Strategen, Caroline worked with the Public Advocates Office (formerly ORA) at the California Public Utilities Commission and with The Utility Reform Network (TURN) on several ratepayer protection issues, including around electric service disconnections, electric vehicle infrastructure, and community solar compensation rates. Caroline has also had experiences developing best practices in clean energy policy at Meister Consultants Group (now Cadmus) as well as providing technical assistance to Massachusetts municipalities with the Metropolitan Area Planning Council (MAPC).

Caroline served as Fulbright Research Fellow in Greece. She holds a Master of Public Policy from the Goldman School at UC Berkeley and a Bachelor of Science in Foreign Service from Georgetown University.
